Hello! I wanted to install the rumantsch language pack for Thunderbird (according to these instructions for Firefox): https://support.mozilla.org/en-US/questions/995465

But I can't find the language pack on this site: https://addons.mozilla.org/en-US/thunderbird/language-tools/

But I found a website where it is possible to download the full installer: http://www.mozilla.org/en-US/thunderbird/all.html

Where is the .xpi?

Since you seem to be on Linux you should find the locale in the repository under

thunderbird-locale-rm
Romansh language pack for Thunderbird

But this doesn't really answer your question: You are right, the full installer is there, but I don't find a downloadable language pack for Thunderbird either (unlike for Firefox).

There are only 8 languages with downloadable language packs...
