Youtube videos continually reload when mouse cursor is inside active window

I am having a strange issue. When attempting to watch youtube, videos continually reload whenever the mouse cursor is inside the active window. If I move the cursor outside the window (for example to the top toolbar or bottom menu) the issue stops.
