Why does a lower case O appear too close to an uppercase T causing a text spacing issue?

I have found one of the oddest bugs in a browser ever. This only appears in Firefox 4. We have a navigation bar with the word "Tools" in it. The font being used is Verdana, though this seems to happen in all Sans-Serif fonts.

The issue is that with unbolded 12px text, the lowercase "o" slides under the uppercase T crossbar resulting in a slight 1 or 2 px shift in the text from other browsers compared to FF. If the text is bold, however, the "o" aligns properly in relation to the T and renders the text the same as other browsers.

Has anyone run across this problem?
