Why won't Firefox display loading image placeholders any more?

Up through version 48.0.2 (which I am presently running), Firefox would display a placeholder graphic on a page until an image loaded; this was controlled by the browser.display.show_loading_image_placeholder setting in about:config. When version 49 came out, the browser no longer did this, even though I have this value set to true. I value this particular behavior and do not understand why Firefox no longer responds the same way to the same setting. Is there some way to restore this particular behavior in newer versions of Firefox, or do I need to stick with 48.0.2 in order to have a browser that acts the way I want it to?
