Deploying addons rules through mozilla.cfg

Hello We are trying to implement firefox and thunderbird inside our corporate inviroment but kinda meet one problem. TO fully utilise both programs we have to use addons and setup special rules(for example automatic archiving tool for thunderbird. SO it would be really good if we could also deploy their settings trough cfg files we already use But there is a problem - dome rules already has " in them. For example for already mentioned archive tool rules look like this: [{"enable":true,"action":"archive","src":"imap://"+env_user+"%40domain.com@mail.domain.com/INBOX","sub":0,"age":180}] So programs give errors if we just enclose them with "". Is there a way to deploy them?
