As you might know, you can use CSS code in the userChrome.css file in the chrome folder in the Firefox profile folder.

In Firefox 69 and later you need to set this pref to true on the about:config page to enable userChrome.css and userContent.css in the chrome folder.

Firefox provides that method (userChrome.css) to alter the position of the tabs bar. I doubt you will find another browser that has the tabs bar other than at the top or a method to change the position. It used to be possible with Settings but asking for it, I suspect, is a lost cause.
