error "VCRUNTIME140_1.dll was not found" occurs when Office 365 is uninstalled, lost bookmarks
I am having issues with activation of an existing O365 subscription. After hours working with Microsoft Office support the issue is still not resolved.
That is seemingly unrelated to Firefox, yet when trying to resolve the issue I uninstalled O365 twice, I could not open Firefox. I received the error "VCRUNTIME140_1.dll was not found". After reinstalling O365, I was able to access Firefox but all of my bookmark folders are gone.
How do I recover those bookmark folders (with hundreds of bookmarks--if they're permanently gone, it will be a significant loss). AND why would uninstalling O365 affect Firefox?

You can check for issues caused by a corrupted or incomplete Visual C++ installation that is missing runtime components (Redistributable Packages) required by Firefox, especially VCRUNTIME140_1.dll.
In that case, I would install both 32-bit and 64-bit "Visual Studio 2015, 2017 and 2019" downloads, (x86: vc_redist.x86.exe and x64: vc_redist.x64.exe) from https://support.microsoft.com/help/2977003/the-latest-supported-visual-c-downloads
Look on your desktop. Do you see a folder called; Old Firefox? Look inside. Look for the folder with the latest creation date.

About your first suggestion, is it related to the Firefox bookmark issue and/or the O365 activation/unlicensed product issue?
As to your second suggestion, there is an Old Firefox folder with one of the entries being of a recent date. I will try to restore my bookmarks following the instructions.

That suggestion about the missing VCRUNTIME140_1.dll is caused by uninstalling Office 365 that included uninstalling Visual C components including VCRUNTIME140_1.dll that is required by Firefox, but isn't included by the Firefox installer. You fixed this by reinstalling Office 365, but you can also reinstall the missing Visual C runtime components (Redistributable Packages) required by Firefox like posted above.

Do you still see backups in the bookmarkbackups folder, if you check this in the Bookmarks Manager (Library) ?

You can use "Verify Integrity" button on the "Help -> More Troubleshooting Information" (about:support) page to check for problem with the places.sqlite and favicons.sqlite databases in the Firefox profile folder. If errors are reported with "Verify Integrity", close and restart Firefox or reboot and retry.
If "Verify Integrity" cannot repair places.sqlite, rename/remove all places.sqlite and favicons.sqlite files in the Firefox profile folder with Firefox closed. Firefox will rebuild places.sqlite and restore the bookmarks from a recent JSON backup in the bookmarkbackups folder.
- keep a backup copy of places.sqlite in case a new places.sqlite database has to be created
You lose the history when a new places.sqlite is created.
