Bookmarks toolbar missing - but in just some windows

For about a month now I have had an issue with my Bookmarks toolbar disappearing. I have a few different windows that I always keep open and each has a few tabs open or pinned. On just some of those windows, the "bookmarks toolbar" has disappeared (it was there, then it was not). I definitely have "bookmarks toolbar" checked in customizing, so that is not the issue. I found a trick that if I move one or more tabs into a new window (slide to side) that the new window would then have the bookmarks toolbar back. BUT, when I tried that today, I would only have the bookmarks toolbar showing when the window was reduced in size, but if I expanded to full screen, it disappears. How do I get my "bookmarks toolbar" to ALWAYS show in all windows? The only thing that I have changed in my behavior is that I now keep several tabs pinned... wondering if somehow that is causing problems? Please note, I have tried resetting customizing and rechecking "bookmarks toolbar" but that has not resolved the issue. The only extensions or any add-ons that I have are "Adblocker Ultimate" and "Facebook Container". And no themes. I have not "refreshed firefox" because of how much work that would involve to save history, get eveything back to the way I like it, etc., so I am hoping to not have to do that unless you know for sure that would resolve my problem. Thanks.

You can see in the right window that you are in Full Screen mode (context menu: Exit Full Screen Mode). In full screen mode the Bookmarks Toolbar is hidden and you would have to use code in userChrome.css to make the Bookmarks Toolbar visible.

Could that possibly be pop-up windows and not normal windows like you would open via "File -> Ne Window" ?

Not pop up windows. UNLESS, you can't tell the difference between a pop up window and a regular window? When you click a tab and slide it to side... it opens in what I think is a regular new window... where you can open more tabs, etc. Is that considered a "pop up window"?

No, tabs that you tear off (move) to a new window are normal windows. A pop-up window you can usually recognize by a read-only location bar and only one tab (you can't open more tabs).

Can you toggle the Bookmarks Toolbar off and on again in case it is currently enabled, but not visible ?

I have tried that, but it doesn't change anything. Something that might be helpful.... on the windows that don't have the bookmarks toolbar, if I right click on empty space I do NOT have the option to toggle on and off bookmarks. (So to do what you asked, I had to go to customize and toggle on and off there). But on the windows that the toolbar is present, the toggle option is there when I right click on empty space.

Please see the image.. I took screen shots on two of the windows that have, and have not a bookmarks toolbar.

The other issue I have with the windows without the bookmarks toolbar... I am unable to pop up my task bar below. (Even after restarting Windows Explorer) But it works fine in the windows with the bookmarks toolbar.

Your code worked so far!! Thanks! I want to give it some time to work on it for a while to be sure though. If you don't mind still answering my questions... Was this a recent change to firefox... not having bookmarks toolbar in full screen mode? Were not all those windows that I gave screenshot snippets of all in "full screen"? Thank you again for your help!

@ cor-el my apologies... I didn't read far enough down to see this part.... which I have now done. fingers crossed. "Double-click the toolkit.legacyUserProfileCustomizations.stylesheets preference to switch the value from false to true."
