What problems are you having? Alot could also be due to ISP bandwidth as well.

I would first redo the 'Smart Cache' feature and see what numbers come up.

Put this in the Address/URL Bar: About:Config

Start typing-in the following in the Config Search Box and change the value to True:

browser.cache.disk.smart_size.first_run = True

Close FF and restart it. FF will calculate the Disk Cache Size for your particulars. Whether it adjust other Cache's I don't know. There's a lot of Cache settings in the About:Config (search with the word: Cache).

In another issue:

Your Adobe Flash Plug-in is out of date.

Your system details show that you need to update your Adobe Flash Player - you're running an older version, which can cause problems and can be a security issue running older versions.

You can go to the Add-ons area in FF and click on Plug-ins. You should see a notice about having 1 or more updates pending if you're not set to automatically have Extensions and Plug-ins updated.

You can also go to Adobe's site to grab the Flash Update:

https://get.adobe.com/flashplayer/

Note : UnCheck the boxes for the additional sponsored software that is offered on the download page if you wish not to have it also installed.

Some would advise to uninstall any old versions of Flash on your system. With Windows 7, there should only be two 'types' of Flash. One for FireFox and the other 'ActiveX' type for the Internet Explorer browser. (Even if you don't use IE, you should keep IE and it's Flash updated, as IE still is part of the Windows-7 OS.)

If you go to Windows' Programs and Features...

Control Panel\All Control Panel Items\Programs and Features

...and find more than one type each of Flash, uninstall your older versions (Right-Click on any version you want to uninstall and a pop-up should say 'Uninstall') and install the latest version, which is 32.0.0.142 (which is now 156 on Adobe's site - soon to be noted by FF within hours or a day or so.)
