cannot add any email account in new install

I have a upgraded install of Windows 10 from windows 7 and I am trying to setup thunderbird for the first time. For some reason I am unable to add any email accounts. When I go to account setting, add email account the options are blank. I can however add chatt account and usergroups without aa problem. I have tried deleting the user profile folders but I do not even get the account wizard setup prompt when I first turn load Thunderbird.

Any Ideas?
