Why cant I set some sections to Icons and Text and some to just Icons?

I just downloaded Firefox 4.0 and the Web Developer toolbar I use had icons instead of the text and icons that I am familiar with. However, when I change the settings for 'Show' in the Customise menu to Text and Icons, it changes my Addon Toolbar, my Back/Forward/Refresh etc. buttons as well as the web developer toolbar. How can I make it so that it is Text and Icons just for the Web developer toolbar?
