If Firefox is missing the Performance or Refresh Firefox options, it’s usually because Firefox is being controlled by system policies. Type about:policies in the address bar — if you see any “Active” policies, they’re hiding those settings. These often come from antivirus software, Windows Group Policy, or a policies.json file. Remove the policy source and restart Firefox, and the missing options will return.

I typed it in and got this: see attached. I'm unsure where to find said .json file and the antivirus software I use is the built in defender for windows. There is no other options besides the "documentation" tab.
