When I access a specific website the .css files hosted at http://cdn.ct-static.com/ don't load. The Network Tool console indicates that they time out. I have been told this is usually a network setup issue however if I use the MS edge browser the site loads. How do I troubleshoot this?

Hi, the first problem is that we're trying to avoid the HTTP protocol. If changing it doesn't help, try to copy the URL of specific css resource and paste it in the address bar to figure it out.

When I paste it in the address bar it times out and I get a page saying that the site is taking too long to respond. How does this information help?

Now I see a different error on the Console. It is a Cross Origin Request Blocked error:

Cross-Origin Request Blocked: The Same Origin Policy disallows reading the remote resource at https://cdn.ct-static.com/dist/js/ct.min.1530c2da96.js.

A web search tells me that this police is a browser policy. What other ideas do you have to help me solve this problem?
