Hardware acceleration isn't working on AMD GPU on Ubuntu 21.10

I am running Firefox version 95.0.1 (from apt) on Ubuntu 21.10. I took the following steps to enable hardware acceleration for Firefox:

gfx.webrender.all -> true layers.acceleration.force-enabled -> true media.ffmpeg.vaapi.enabled -> true media.ffvpx.enabled -> false media.navigator.mediadatadecoder_vpx_enabled -> true media.rdd-ffmpeg.enabled ->true media.rdd-vpx.enabled -> false

After changing all of these options in about:config I am still getting no hardware acceleration even on h264 encoded videos. My card should support VP9 as well. I tried hw accelerating video in VLC and it worked so it is likely a Firefox issue.

My driver version is the Mesa Gallium driver ver. 21.2.2.2. As a window manager I am using Wayland.
