Why are websites are receiving my location data before I am given the option to block them from doing so?

When I am using the Private Browsing feature of Firefox, and I search for something like a restaurant menu from Google, the browser is able to receive my location data and use it for the search query before Firefox shows the pop-up asking if Google can receive my location data. I'll note that I don't include my location in my initial query, just something like "[restaurant name] menu." I'm not sure if this is an issue with Firefox or whether Google itself is having this issue, but I'd like to avoid having my location data automatically given before I get the chance to object to it. My main two questions are:
- Why does this happen?
- Is there anything I can do on my end to prevent it?
