How to get "mailto" to open in a new tab?

"Mailto" (set for Gmail) does not open in a new tab, but replaces the existing tab. I have the settings selected to "Open new windows in a new tab instead" and "When you open a link in a new tab, switch to it immediately." I am using Windows 10. My Google search shows that others have had this issue too--is there a setting to correct this?
