The help page says you can change the location in the configuration menu but when I click on it there's no way to do so? Am I missing something?

Nevermind, I found a solution. You have to change the setting in about:config, it was disabled by default for some reason.

The preference is: browser.newtabpage.activity-stream.weather.locationSearchEnabled
