You can remove the "cookie blocker" in Add-ons and Themes (Tools menu or 3 bar menu or ctl+shft+a); select Extensions in the left panel.

Firefox by default won't ask to install a new cookie blocker? Can you show the screenshot of the message? And is the browser on specific site when this popups shows up.
