FireFox 89: How do I restore the scrollbar arrows (steppers) to the right scrollbar?

After upgrading to FireFox 89, the scrollbar arrows disappeared. Using scrollbars without these steppers is very difficult (physically) for me. How do I get them back?

p.s. Chrome, Brave, etc. all honor my settings for steppers (arrows) on my scrollbars, but the latest version of FireFox no longer does.
