Those are two different option in Firefox, not a combined option. Either:

(1) Set Firefox to Save PDFs automatically. Then use the Downloads button to open the PDF.

(2) Set Firefox to open PDFs in Adobe Reader automatically. They are saved in the system Temp folder instead of the Downloads folder.

You can no longer use the Adobe Reader plugin in current Firefox releases.
Firefox 52 and later releases only support the Shockwave Flash plugin and disable all other plugins.

This means that you either use the builtin Firefox PDF Viewer or you can optionally open the PDF file in an external PDF Viewer.
You can set via "Options/Preferences -> General -> Applications" the action for Portable Document Format (PDF) files whether to show them with the Firefox PDF Viewer (Choice: "Preview in Firefox") or open the file in an external PDF viewer application (Choices: "Always Ask" and "Save File").
u can also select the default application as set on the operating system.

The Firefox PDF Viewer only supports PDF files that the server sends as "application/pdf" and this viewer doesn't support all PDF features, so in some cases you may have to open the file in an external viewer via the Download icon on the PDF Viewer toolbar.
