Let's take reddit.com as an example. If I go to the storage tab I see only 14 cookies, but in the same time in the browser settings it says that reddit is storing 25 cookies. Why it's different?

I have no idea :-) Either it's a bug or there's a reasonable explanation. I'd ask the developer tools Discourse since the storage tab is part of developer tools:

For what it's worth, mine match: 20 on reddit.com and 5 on www.reddit.com for a total of 25. I do have to scroll the cookies list in the Storage Inspector to count them all. If you don't have a scroll bar, try increasing the height of the Dev Tools panel.
