I have the answer, but it seems to be a recent problem that I found the answer to (modifying a seven-year-old Windows 7 answer): Firefox shortcut Properties> Compatibility> Run program as Administrator> Change high DPI settings> Override high-scaling DPI behavior (managed by application)

After this, movies are fullscreen without annoying taskbar.
