You can set the homepage to about:blank to get a blank page when you open a new window.
That is the only way apart from opening a bookmark (about:blank) in a new window by holding down the left mouse button and left-clicking this bookmark.
You can use a bookmark on the Bookmarks Toolbar to open this specific page if you need to or add the URL to the target line in the desktop shortcut to open this page when you start Firefox.
You can also consider to pin this page and have it always available.
