Mozilla claims that it is open. But if i try to sync my bookmarks, it is as closed as Google. It would be a chance to get Users back that left Firefox because of problems with version 57, if sync would provide an App for Chrome and IE so that i could use another browser if i had problems with Firefox. At the current, i have to change to Chrome completely when i have Sites that do not work with Firefox 57 any more. And there are many sites that do not work or are very slow with Firefox 57.

So my Question is: Will Firefox be open?

The Firefox Sync feature is meant to share data among Firefox browsers.

Perhaps there is or could be an add-on that synchronizes Firefox bookmarks to your Google account.
