When I go to the Welcome to Sync page and click on Get Started it returns a blank page, there is no form to fill out.
Had an old Sync account with no problems. Updated to Firefox 38.0.1 and began getting an error message saying "could not connect to browser". Disconnected from the old version of Sync and am now attempting to signup for the new version. I cannot seem to get to the new form to fill out.

3rd party cookies enabled?
I have never blocked cookies, so I assume that 3rd party cookies are enabled. By the way the error message was "cannot connect to server".
Try to disable IPv6 (check for other possible causes as well).
Try to delete the signedInUser.json file in the Firefox profile folder and delete the Weave folder (Sync was formerly named Weave). If that isn't enough then delete the prefs.js files to reset all prefs and maybe also delete the compatibility.ini file to reinitialize the profile.
Make sure that you allow cookies for the accounts.firefox.com domain if you aren't allowing cookies generally or use the 'Ask me' cookie setting or use extensions that deal with cookies. Various data is stored in localStorage and sessionStorage, so make sure that DOM storage is enabled.
