I had sync turned on before I reinstalled my OS, and now I have lost everything. Is there anyway to recover the stuff that should be there? Yes or no. If yes please provide steps, and not the self help articles here as they are worthless.

How long did you wait after you enabled Sync?

The first (initial) Sync can take up quite some time as the uploading is done in small chunks, so if you didn't wait long enough for the initial to get finished, then not all your data may have been uploaded.
