bookmarks continue to not show all the time after multiple "fixes"

I am hoping that a permanent fix can be made to the bookmarks toolbar issue where another program may be using a file that allows it to show at the top of my screen. It keeps disappearing and I complete a fix and it disappears later in the week. Thanks Brian
