You would have to import the logins on a desktop device and use Sync to get the logins on a mobile device.

You may need to enable "Import from CSV" in the Password Manager (about:logins) in about:config if this menu item currently is hidden.

You can refresh the about:logins page or close and restart Firefox to make the "Import from a File" menu item appear in the three-dot menu on about:logins.
