What happened to Tracking Protection?

The issue goes away when I launch Firefox in "safe mode," though it did not upon disabling hardware acceleration. Above it says a solution could be "changing to always blocking all detected trackers instead of blocking only in private windows.", but I don't know what that means nor how to do that within Firefox.

What seems to have solved the problem is changing to always blocking all detected trackers instead of blocking only in private windows. I can cycle between the two settings. In Always - no problem; In Private only - problem. I assume the trackers must be having a script problem. What do you think? I think this qualifies as a solution. If a website slows down your browser, then always block all trackers to fix it.
