We understand there has been so much confusion about Firefox Sync positioning in the community. Is it really a backup service? How is it actually works?

A bit long winded, but a question for today's call (unfortunately I cannot make it in person):
For about ten years we have used a response, signed off by the FxA/Sync team around Sync not being a backup.
Users assume it is a backup similar to other browsers, and there are cases where users wipe their own data when using the forgotten password process (without a recovery code) and are using Fx on only one device. There are still plenty of times when users have not forgotten their password and lose their data.
- Is Fx Sync still not a backup service?
- If this has changed, who can I work with on the Sync team about updating the common response?
