I am not able to change the primary email for the account. I already have a verified secondary email on the account, but change email option is not available

Firefox help states there should be an option to change the primary email address by selecting secondary email. thereby changing the secondary to the primary. This option, as indicated in the forum help section states, is not available. Ideas?
