Header bar is too large for my netbook screen

I just updated to the new firefox browser, and as I am on a netbook, proceeded to make the header as small as possible.

I have (and want to keep the following) the menu bar, navigation bar, and the tabs, but between the navigation and tabs, there is an empty space large enough for a whole other bar.  I can't seem to manually adjust to shrink it, or find an option to deal with this rather large issue on my tiny screen.  Putting the tabs on top doesn't remove the massive waste of space the navigation bar is showing.  I have very few buttons (refresh, stop, and mail notification) on the tool bar, so it isn't an issue of over crowding icons.  Is this a design problem?  Or can I fix this myself some how?  Thanks!
