Enable FIPS on macOS Big Sur

I'm trying to install and use a digital security certificate on my MacBook Air (2020). The OS is Big Sur 11.2.2

Currently, the certificate shows as installed, but I can't download a backup to install it on Thunderbird to use for digitally signing emails. The tutorial article from the digital certificate company seems to be for an older version of Firefox, or perhaps the Mac version is different enough that the steps don't line up. Either way, one of the steps is to "Enable FIPS" and I have not been able to do that. I can find the option to enable FIPS, but it is greyed out and I haven't been able to find any information on how to fix that.

Clicking on the certificate itself in the Device Manager list shows the status as logged in and the options that are available on the right side are Log out, Change password, and Load, but Enable FIPS is grey.
