Yes, this is normal and should be followed if you wish to update your copy of Flashplayer. Some elements of the update require the browser to be restarted.

On Windows 7, if no Flash is being used in any tab, the Flash updater doesn't need you to do anything in Firefox, and Firefox will discover the updated plugin eventually. There might be some difference with Windows XP, or you might have some Flash running in an open tab which locks the old plugin and prevents the update.
Of course, there are popups for fake "video player" updates on the web, so if you are at all uncertain about whether a Flash update is legitimate, you could use the built-in Flash updater in the Windows Control Panel, or visit Adobe's test page here:
Speaking of updates...
- You can update to Firefox 46 using the "About Firefox" dialog, as described in this article: Update Firefox to the latest release.
- Your Adobe Reader/Acrobat plugin is many months out of date. In your Adobe product (Reader or Acrobat) use the Help menu to Check for Updates to get both the program and the plugin up-to-date.
I have just updated firefox yet again from 'about firefox' and restarted Firefox and then tried to update addons but get this message "Adobe Download Manager has encountered a problem and needs to close. We are sorry for the inconvenience." if I attempt to update adobe reader or flashplayer,

For Flash, try using a "full" installer from this page:
https://www.adobe.com/products/flashplayer/distribution3.html (in the Firefox row, either format, EXE or MSI, should work)
For Reader, try updating from inside Reader using Help > Check for Updates.
Does that bypass whatever the problem is with the Adobe Download Manager?
