Audio from Flash sites won't switch to headphones when plugged in; sound stays on speakers until closing and re-opening tab.

Running Windows 10 Pro on brand new laptop (HP EliteBook 840 G3). Observed the issue on Pandora and CNN videos. After plugging in the headphones, all other sounds go through headphones fine (OS sounds, other apps, youtube, etc.), just not sounds that seem to use flash. Sound switching works as expected in Chrome for these two sites (Pandora and CNN).

I disabled all plug-ins, cleared cache/history/etc., and re-installed Flash Player, but no change (v21.0.0.213, w/ Firefox 46.0).
