The Firefox built-in VPN is being introduced gradually. It’s available to some users in the US, UK, Germany, and France (starting with Firefox version 149), and in Canada starting with Firefox version 150. It is not available in earlier versions, such as Firefox 140.11.0 ESR, which appears to be the version you are using.
If you’re in one of these countries and using Firefox version 149 or above, but still don’t see the built-in VPN, it may simply not have reached you yet. Since this is an experiment, the feature is being rolled out in stages.
