Why does my default browser keep changing to Internet Explorer?

I open Firefox and a dialog box opens which says that Firefox is not my default browser - do I want to make it my default browser. I click "Yes", but the next time I open a browser from a desktop Icon, Internet Explorer opens. Sometimes Firefox opens, but if I wait a while before opening, Internet Explorer is back. I opened the "Set Program Access and Defaults" program, set Firefox as my default browser, but it doesn't work just as well as it didn't work before.
