Trying to launch VPN but get a "background service error" message. Tells me to update, but stays stuck on the same screen.

I am going to a domestic abuse site and they say it's not safe to be on the web looking that up so they have an app and they disguise it as a different app. The website says to hit it's a little arrow up with the line under it it's usually what you click To share some thing like your messages or notebook files. But the site says to hit that and then save to Home Screen. I'm wondering, is that even possible or is it a fake site?
