I am having trouble configuring mozilla.cfg for Firefox 53 (32/64-bit) on a fresh installation of Windows 7 SP1. I did bring the OS current on patches, and I upgraded .Net 4.5.2 to .Net 4.6.2, updated Silverlight, Office 2013, I'm just trying to anticipate questions, and mention anything that might be relevant.
I thought at first it was an issue with 64-bit, so I installed the 32-bit version on another workstation. The 64-bit Firefox installed in "%programfiles(x86)%" so I put local-settings.js in defaults\pref, and mozilla.cfg in "%programfiles(x86)%\Mozilla Firefox". The settings aren't getting read, however. I have a double-slash in the first line of mozilla.cfg. I have tried just one setting to see if it is being read, but it's not being applied. It's also spelled correctly. When I deliberately rename the file, Firefox says it can't find the config file when it starts. That tells me it can find the config file.
The 32-bit version is identical, except that it installed into "%programfiles%".
I have gone through a number of pages before getting here, but they didn't help. The file is not rot-13, doesn't have a hidden .txt extension, and is saved as ANSI. (I've also tried UTF-8.) Any ideas why I can't set default configurations?
