I'm getting big confusion in 46.0.1 in Ubuntu (NOT the system I'm on right now. Scrolling is inconsistent and frustrating.

MOUSE WHEEL SCROLLING - I've got scrolling by mouse wheel working as I want it on normal pages like Facebook, Google result pages, etc. (one rotation click = one page)
However, in, for lack of a better name, "list" pages, like my webmail AOL pages or the about:config pages, the scrolling is too short. On the webmail page, it's two display lines only. On about:config, it's three lines.
i want everything at one full page.

The keyboard keys are much more goofy.
ARROW KEYS
- - Facebook, etc. - As I want them at 3 lines
- -"List" pages - OK at one line at a time

PAGE UP / DOWN
- - fine at one page on Facebook, Google results, etc.
- -"List" pages - First key press (either one) gets me zero or one line, depending on what test page I'm using. Second gets about one page, third = 1 page, Fourth = zero to one line, fifth = one page, sixth = 1 page, seventh = 1 line, and so on.
"Page Up / Down" should get one full page every time, either direction.
- - On the "List" pages only, on the times when full page movement happens, it moves about the full page, and then sometimes jumps another couple lines or so down. - - Also, page up / down won't work multiple times (repeat) when it's held down for several pages worth. Maybe keyboard repeat is out pacing FireFox and confusing it?
How can I exorcise the spooks from this ?!?
