Flash update is installed on my Administrator account, but doesn't show up or work on user account.

Running Windows XP Professional 2002, sp3, AMD 64 and generally use a "user account" that doesn't have install privileges, etc. I've installed the latest version of Flash in the administrator account, but it won't update in the user account - it's not even showing up as a plug-in after my last install attempt. I read that I should log out of the user account completely when updating, but this didn't work. Flash works fine in the admin account. This has never happened before - all updates in admin account have shown up in user account. Help!
rff 40.0.3 only works for admin account

My wife's account on her Windows 7 PC is a non-administrator account. When Firefox detects an update, it consistently misbehaves. It appears to consume an excessive amount of resources and the machine is almost unusable. I have to login to my administrator-level account and update Firefox. This usually resolves the issue until the next update, but today it's not. I can only seem to launch Firefox as an administrator.
Can you please fix Firefox so that it doesn't even try to update itself from a non-administrator account?
I never run into this problem when logged on as an administrator. It makes me wonder how this works on Unix/Linux when not running as root.
