I just recently upgraded to Firefox 13.0.1. (It seems that there may have been two updates on the same day or in very short succession, but I am not sure of it. I may be recalling upgrades to multiple instances of Firefox, all to this same version. Thus, it *might* be the case that this problem cropped up with this version or with a very recent previous version.)
Since the upgrade, empty windows appear in the Recently Closed Windows list (RCWL). I try to keep the list uncluttered, so when I am finished with a window holding sites that I am sure I don't want to go back to, I close all the tabs in the window, leaving an unused New Tab***, then close the window. Such windows should not be included in the RCWL, but they are, now.

Since this change in standard behavior comes with an upgrade, and since I can not find any reference to it elsewhere, including Mozilla Support, I suspect that it may be a new bug.
In troubleshooting, I tried clearing the Recently Closed Tabs list in such windows as well. I have never had to before, but it seemed worth trying, and like something that may have become relevant. I was thinking that perhaps a window would not "register as truly empty" if there were Recently Closed Tabs in the list. This tactic did not work.
I also tried starting Firefox in Safe Mode, reopening all of the RCWL, closing each one's only tab -- a 'New Tab' in every case -- then closing each window. They still appear in the RCWL.
