This bar had the windows icon with start-up menu, Power, button etc. That bar also included date and time, and other features. Once, I clicked the bottom of the screen and it came up for one second, but disappeared. How can I retrieve it? Thank you for any help you can provide.

Now there is only one row with great amount of black-out space at top and bottom. Any suggestion to tune it to the usual two rows?
