Why doesn't my keyboard shortcut for Paste work in Firefox?

I have a keyboard shortcut for Paste set in System Preferences under Universal (also tried it under Firefox specifically), but it doesn't work in Firefox. I have to go to the Edit menu and click Paste manually.

long press on address you will get options select paste
