This is NOT a mobile-only feature. You can test here: http://jsfiddle.net/robnyman/TuJHx/

Once you GRANT permission, how can I revoke them or reset them???

Answer: On the page with the permission granted, right click and select "Page Info". Then on the "Permission" tab, you will see one for "Notifications".
