How do I send a link to a webpage with text highlighted

I would like to send a webpage to someone that has portions of the text that I highlight. I know there is an add on that can highlight text and save and send but I can find it.

What I am looking for is a way to highlight a portion of a webpage and then send it via a link to to someone else. I have received such links in the past and want to do the same.
