Pcfinancial bank is run by unknown

When I look at the certificate for the Canadian bank Presidents Choice financial, the certificate say "run by unknown" this should not ever occur as this is a bank. I will enclose a screen shot.

Why would this occur for a bank? Another bank I tried had fully qualified green certificate. PCfinancial is blue certificate.

That is because the site uses a basic "Domain Validation SSL Certificate" (DV) certificate. Such a certificate can't be verified.
Only an "Extended Validation SSL Certificate" (EV) certificate that shows as green in Firefox can be verified and validated securely on the server of the issuer.
