Windows 7, Multiple Users: When one user starts firefox, other users are now prevented from connecting to the internet via firefox?

It appears that the first user to open firefox is allowed access to the internet, but when another user (Windows 7, Home Edition) logs in and starts firefox, it cannot connect to any websites. Using Switch User, and returning to the first user, the first user still has internet access via firefox. If the first user closes their browser, and then Switch User to the second user, the second user can now access websites via firefox. This started after the upgrade to Firefox 8.0. Is there a setting that needs to change or the default changed that would cause this behavior? Thanks!
