You don't move entire toolbars all at once, you move the individual elements of each toolbar to effectively move a toolbar.

Add-on toolbars may or may not be as customizable as the default toolbars. Some add-on developers do a "quick & dirty" job when they create a toolbar extension, and don't provide for the ability to move the individual toolbar elements to other toolbars to save space. While other developers may allow for moving stuff to their toolbar, but their toolbar elements are stuck on their own toolbar.
