I have set "Options/General/When Firefox starts: Show my windows and tabs from last time" but it never does and the "History" - "Restore previous session" option is greyed out. Any ideas how I can get it to restore previous sessions?

I'm running Firefox on a Dell Precision 64 bit with Win 7 and have set "Options/General/When Firefox starts: Show my windows and tabs from last time" but it never does and if I go to "History" the "Restore previous session" option (plus the "Recently closed tabs" and the "Recently closed windows" options) is greyed out. Any ideas how I can get it to restore previous sessions? ps. wrt recent advice: I have never run Firefox in Private Browsing mode. - Tools>Options>Privacy has the setting Firefox will: Use custom settings for history. - "Permanent Private Browsing Mode" is not selected.
